Background:
Stephen Kispersky graduated from UCR in 1970 with a Bachelor of Science degree in Mathematics. Now retired, Stephen worked in the computer science industry in Silicon Valley during the rise of the digital age. He still consults on a freelance basis for software coding projects. Stephen is also a chorister and joined the Bay Choral Guild in 2007. Stephen is deeply committed to supporting the access and availability of higher education to first-generation, low-income, and other unrepresented groups. This endowment is to complement his existing current use fund.

This Fund shall be administered by the Office of Financial Aid and be used to provide scholarship assistance to undergraduate students from the Oakland Promise Program or Oakland Unified School District. The student will receive a scholarship of at least $2,000 each year for four years, beginning their freshman year.

Criteria and Selection Process:
The award shall be used to provide undergraduate student support for students meeting the following criteria:
1. Be an incoming freshman from the Oaklnad Promise Program or Oakland Unified School District.
2. Have financial need as determined by completing the Free Application for Federal Student Aid (FAFSA).
3. Maintain good academic standing with the university.

Students should apply for the award through the Office of Financial Aid.

In years that UCR does not have students enrolled from Oakland Unified School District, awards can be held until the following year. If there are no eligible students for two consecutive years, awards may be made to students at other UC campuses who fulfill the criteria by an inter-location transfer. Should an inter-location transfer to fund Oakland students at a different UC campus be necessary, the UC Office of the President should be contacted to determine which UC campus is in greatest need of this scholarship.
